This is usually done for a large number of people returning from foreign countries severely affected by Covid-19. The main problem with quarantine is that persons under quarantine are often detained without regard to their essential needs. Besides, populations targeted for quarantine, such as foreigners, are stigmatized. Quarantine can be a highly effective tool in preventing the spread of contagious diseases like COVID-19 if properly applied and practiced according to modern public health principles. It may play an especially important role when vaccination or preventive treatment is not possible.
